Without verification, a codex rots into a forum: opinions, votes, popularity, whoever speaks loudest. The Curators exist so that only what replicates becomes Law.

Decisions pass freely.
Is it real, is it complete, does it have a genuine conclusion, good or bad. That's all. The evidence record should grow freely.
Laws are earned.
A Rule submitted to become Law needs evidence that it held across many operators, in different companies, under different conditions. Most Rules never make it.
That's the point. Laws are rare, hard, and permanent because of what stands at this gate.
Curators are not appointed by owners, and curatorship is not a title you're given. It's a standing you earn, measured by one thing: replication. How often does what you verified prove true? An operator whose judgment keeps holding across reality earns their way to the gate, whoever they are.
The first Curators are simply the first. The constitution is written so the Society produces the rest: any operator can earn past them, including the founders. The institution is designed to outgrow the people who started it.
The Society submits. The Curators verify. The Codex keeps. CEO·OS reasons with what survived.
Anyone can contribute. Only what proves true becomes Law. The Curators are why that sentence means something.
