The door is open. Any serious operator can join, and reason every decision against the whole: the judgment of hundreds, tested and kept.

What you learn becomes your Rule, yours alone. But a Rule only becomes Law when it holds across many operators and the Curators verify it. Verified Law enters the Codex: the permanent record business never had.

Anyone can contribute a Rule. Only what proves true becomes Law.
